Do All 31 Universities Offer Type A and Type B?
Do not assume that every university offers both scholarship categories for every degree and program.
Shanghai Government Scholarship generally has:
Type A:
Full scholarship
Type B:
Partial scholarship
However, each university can determine:
- Available scholarship category
- Eligible degree level
- Eligible programs
- Scholarship quota
- Application procedure
- Deadline
Therefore, always read the university’s latest international admission and scholarship notice.
How to Choose the Right SGS University
Do not apply only based on university ranking.
Use the following sequence:
Major → Degree Level → Teaching Language → SGS Availability → Scholarship Type → Admission Requirements → Supervisor or Research Match → Deadline
For Master’s and PhD applicants, also check:
- Research groups
- Faculty profiles
- Potential supervisors
- Laboratory facilities
- Recent research publications
A university with a strong match for your academic field may be more suitable than a higher-ranked university without your intended research area.
Can You Apply to More Than One Shanghai University?
Applicants may research and submit applications to multiple universities where permitted, but each institution has its own admission and scholarship procedure.
Do not assume that one SGS application automatically applies to all 31 universities.
Each university application should be completed according to that institution’s instructions.
Applicants should also carefully follow any restrictions regarding receiving multiple Chinese scholarships simultaneously.
How to Apply
The general process is:
Step 1:
Shortlist universities from the official SGS university list.
Step 2:
Open the university’s official international admissions website.
Step 3:
Find the 2027 international student admission guide.
Step 4:
Check whether your degree and program are eligible for Shanghai Government Scholarship.
Step 5:
Confirm Type A or Type B availability.
Step 6:
Check language and academic requirements.
Step 7:
Prepare required documents.
Step 8:
Complete the university application.
Step 9:
Select or apply for Shanghai Government Scholarship according to the university instructions.
Step 10:
Submit before the university-specific deadline.
When Should You Apply for SGS 2027?
The official Shanghai Government Scholarship guide states that the general application period is usually:
February to April
However, universities can open and close applications at different times.
Some institutions may start their admission process earlier.
Students targeting the 2027 intake should begin monitoring university websites from late 2026.
Do not wait until February to begin preparing documents.
Documents to Prepare
Commonly required documents may include:
- Passport
- Highest degree certificate
- Academic transcripts
- Academic CV
- Study plan or research proposal
- Recommendation letters
- Language certificate
- Foreigner Physical Examination Form
- Non-Criminal Record Certificate
- University application form
- Scholarship application information
- Supervisor or pre-admission documents where required
The exact checklist varies by university and degree.
Is Every Program Eligible for SGS?
No.
A university appearing on the official SGS university list does not mean every program at that institution automatically accepts Shanghai Government Scholarship students.
Universities may limit SGS to:
- Specific degrees
- Selected programs
- Selected teaching languages
- Particular admission categories
- Available scholarship quotas
Always verify your exact program.

Final Advice
The Shanghai Government Scholarship currently includes a wide range of universities in Shanghai.
Do not submit applications randomly to all universities.
A better strategy is:
Review 31 Universities → Select Your Field → Shortlist 5–10 Universities → Check Programs → Compare Scholarship Type → Review Requirements → Apply to Suitable Universities
Your final university choice should depend on:
Academic Fit + Scholarship Availability + Program Quality + Language + Research Match + Admission Requirements
rather than university ranking alone.
Important Note
This article is prepared for international students planning for the Shanghai Government Scholarship 2027.
The 31 institutions listed above are taken from the latest official Shanghai Municipal Education Commission list of universities recruiting Shanghai Government Scholarship students.
However, inclusion on the municipal list does not guarantee that every institution, degree or program will offer SGS funding for the 2027 intake.
Applicants must confirm the final 2027 scholarship availability, Type A or Type B category, program list, application deadline and admission requirements directly from their selected university.
