What Is a MEXT Research Student?
Under MEXT, the term Research Student does not mean only a non-degree researcher.
The category can include students who are:
- Enrolled in a Master’s program
- Enrolled in a doctoral program
- Enrolled in a professional graduate program
- Conducting non-degree research before entering a graduate course
- Completing Japanese-language or other preparatory education before university placement
This makes the Research Student category the main MEXT route for many international students seeking Master’s or PhD study in Japan.
Fields of Study
Applicants should normally apply in:
The same field they studied previously at university or a closely related field.
The proposed field must also be available for graduate study or research at a Japanese university.
For example:
A Computer Science graduate may reasonably propose research in:
- Artificial Intelligence
- Computer Vision
- Machine Learning
- Data Science
- Software Engineering
A Mechanical Engineering graduate may apply in areas related to:
- Robotics
- Manufacturing
- Energy Systems
- Mechanical Design
- Materials Engineering
Applicants should not select a completely unrelated field simply because they believe it has a higher scholarship chance.
Medicine and Dentistry
Applicants may conduct academic research in fields such as medicine, dentistry or welfare science.
However, students cannot participate in clinical activities such as medical treatment or surgery until they obtain the relevant Japanese professional license required by law.
MEXT Research Scholarship 2027 Eligibility
Nationality
Applicants must generally hold the nationality of a country that has diplomatic relations with Japan.
Applicants holding Japanese nationality at the time of application are generally not eligible, although specific conditions apply to some dual nationals.
Age Requirement
For the MEXT Research Scholarship 2027, applicants must generally have been born:
On or after April 2, 1992.
Limited exceptions may apply where MEXT recognizes that an applicant could not apply earlier because of circumstances in their country, such as compulsory military service or loss of educational opportunities caused by conflict.
Personal financial, family or employment circumstances are not normally considered grounds for an age exception.
Academic Requirements
The academic requirement depends on the graduate program you intend to enter.
For Master’s Applicants
Applicants should generally satisfy the requirements for admission to a Japanese Master’s program.
Common routes include:
- Completion of 16 years of education outside Japan, or
- Completion of a university program lasting at least three years and receiving a qualification equivalent to a Bachelor’s degree, or
- Meeting another admission qualification accepted by the Japanese graduate school.
Applicants who will definitely meet the requirement by the time of enrollment may also apply.
For PhD Applicants
Applicants seeking entry to the second phase of a doctoral program generally need:
- A qualification equivalent to a Master’s or professional graduate degree, or
- Another academic background recognized by the intended Japanese graduate school as sufficient for doctoral admission.
Special academic requirements apply to doctoral programs in medicine, dentistry, veterinary sciences and certain pharmaceutical fields. Applicants should check the admission rules of their target university carefully.
Do You Need Japanese Language Proficiency?
Applicants must be willing to learn Japanese and should be prepared to adapt to academic and daily life in Japan.
However, advanced Japanese proficiency is not automatically required for every MEXT Research applicant.
Many graduate programs and research groups operate partly or entirely in English.
During the Embassy First Screening, applicants normally take language examinations in:
- Japanese
- English
Both examinations are generally required, although the English test may be exempted in some countries where English is an official language.
The university ultimately determines whether your language ability is sufficient for your intended program and research.
MEXT Research Scholarship Benefits
Monthly Stipend
The official 2027 monthly allowances are:
Preparatory education / Non-regular Research Student:
¥143,000 per month
Master’s or Professional Degree Student:
¥144,000 per month
Doctoral Student:
¥145,000 per month
Students studying in certain designated regions may receive an additional ¥2,000 or ¥3,000 per month.
Scholarship amounts may be adjusted according to the Japanese Government budget.
Tuition and University Fees
MEXT generally waives:
- Entrance examination fees
- Matriculation fees
- Tuition fees
However, an entrance examination fee may become the student’s responsibility in certain situations where the student cannot proceed to or be admitted into the intended regular degree course.
Airfare
MEXT provides eligible scholarship recipients with an economy-class airline ticket to Japan according to the official travel arrangements.
Return airfare may also be provided when the student completes the scholarship and returns home according to the specified conditions.
Applicants should understand that certain expenses remain their responsibility, including some:
- Domestic transportation
- Airport taxes
- Travel insurance
- Baggage charges
- Personal travel expenses
Scholarship Duration
The scholarship duration depends on whether you initially enter as a regular or non-regular student.
Non-Regular Research Students
For students arriving in April 2027, the scholarship may run from:
April 2027 to March 2029
For students arriving during the autumn term, the scholarship generally continues from September or October 2027 until March 2029.
Students requiring Japanese-language preparation may complete approximately six months of preparatory education.
Regular Master’s or PhD Students
Students who are directly admitted to a regular degree course receive the scholarship for the standard period required to complete that degree.
A six-month preparatory period may be added when the accepting university determines that it is necessary.
Can the Scholarship Be Extended?
Yes, in certain cases.
For example:
A non-regular Research Student who successfully enters a Master’s program may apply for an extension.
Similarly, a Master’s student proceeding to a PhD may apply for a scholarship extension.
Extension is not automatic.
Students must satisfy MEXT requirements and successfully pass the entrance examination for the higher degree program.
Field of Study and Research Plan
The Field of Study and Research Plan is one of the most important documents in the Research Scholarship application.
It should clearly explain:
- Your previous academic field
- Research background
- Research problem
- Proposed topic
- Research objectives
- Methodology
- Expected contribution
- Why Japan is suitable for the research
- Connection between your previous studies and proposed research
Your proposal should be specific and realistic.
Avoid writing a general proposal that could be submitted to any professor or university.
The Embassy screening specifically evaluates whether the research plan is detailed, concrete and academically appropriate.
MEXT Research Scholarship 2027 Application Process
The Embassy Recommendation route follows several stages.
Step 1: Check the Japanese Embassy Announcement
Applicants first check the website of the Japanese Embassy or Consulate responsible for their nationality.
Recruitment for students arriving in Japan in 2027 generally opened around:
Mid-April 2026
The exact submission deadline differs by country.
Step 2: Prepare the Application Documents
Main documents include:
- 2027 MEXT Application Form
- Placement Preference Application Form
- Field of Study and Research Plan
- Academic transcripts
- Degree or graduation certificates
- Academic recommendation letter
- MEXT Medical Certificate
- Thesis abstracts, where applicable
- Language certificates, if available
- Employer recommendation, if applicable
The official Research Student application generally requires one original and two copies of core documents.
We have already prepared a separate guide:
Documents Required for MEXT Scholarship 2027
Applicants should follow that checklist together with the official MEXT instructions.
Step 3: First Screening
The Japanese Embassy conducts the First Screening through:
- Document evaluation
- Japanese language examination
- English language examination
- Interview
The screening evaluates whether the applicant has:
- Appropriate academic performance
- A clear and realistic research plan
- Adequate language ability
- A clear purpose for studying in Japan
- Knowledge of potential Japanese universities
- Ability to communicate with a prospective academic advisor
Passing the First Screening does not guarantee final MEXT selection.
Step 4: Request Provisional Acceptance
This stage is particularly important for Research Student applicants.
After passing the First Screening, applicants contact Japanese universities and request a Letter of Provisional Acceptance.
For the 2027 cycle, applicants must contact universities by:
September 1, 2026 — Japan time
Requests made from September 2 onward are not permitted under the official 2027 Embassy Recommendation procedure.
How Many Universities Can You Contact?
The official 2027 rules state:
- Up to three universities can ultimately appear on the Placement Preference Application Form.
- Applicants may obtain a maximum of two Letters of Provisional Acceptance.
- Applicants may contact a maximum of two universities at the same time.
If one university rejects the request, another university may subsequently be contacted within the permitted period.
Important: Who Should You Contact First?
For MEXT Research Scholarship provisional acceptance, applicants are instructed to contact the university’s:
International Student Affairs Division or equivalent office first
rather than directly requesting the official provisional acceptance document from the professor.
The university will then handle the internal process according to its rules.
This procedure is different from general professor-contact practices used for some other scholarships.
Step 5: Submit Placement Preferences
After receiving university responses and provisional acceptance letters, applicants prepare their final:
Placement Preference Application Form
For the 2027 cycle, this is generally submitted around:
Mid-September to early October 2026
The exact deadline is determined by the relevant Japanese diplomatic mission.
Step 6: Second Screening and University Placement
MEXT conducts the Second Screening and university placement from approximately:
November 2026
Applicants who pass the Second Screening and receive an appropriate university placement are selected as scholarship recipients.
Final results are generally communicated through the Japanese Embassy between:
January and early March 2027.

Do You Need IELTS or TOEFL?
MEXT does not state that every Research Scholarship applicant must submit IELTS or TOEFL as a universal requirement.
If an applicant already has an official Japanese or English language certificate, it can be submitted according to the application rules.
For the 2027 application, language certificates submitted as supporting documents should generally have been issued within two years of the application date.
Individual Japanese universities may have their own language requirements for admission to a regular degree program.
Always distinguish between:
MEXT scholarship requirements
and
university admission requirements.
Can You Apply Directly for a Master’s or PhD?
Yes.
A Research Scholarship applicant does not necessarily have to spend time as a non-degree student.
If a university offers provisional acceptance directly into a regular Master’s or PhD program and the applicant satisfies the admission requirements, MEXT may place the student directly into that regular degree course.
Other students may initially enter as non-regular Research Students and later take the university entrance examination for the regular degree program.
Common Mistakes to Avoid
Avoid:
- Applying in a field unrelated to your previous degree
- Preparing a vague Research Plan
- Missing the Embassy deadline
- Using old MEXT forms
- Contacting more universities than permitted
- Requesting more than two provisional acceptance letters
- Contacting universities after September 1, 2026
- Sending incomplete transcripts
- Assuming IELTS is universally mandatory
- Assuming a professor’s informal reply equals official provisional acceptance
- Listing universities without checking relevant researchers or programs
- Assuming First Screening means you have won the scholarship
Following the official procedure carefully is essential.
Official MEXT Research Scholarship Information
Applicants should use official Japanese Government sources when preparing their application.
The official MEXT 2027 Research Student page provides:

Final Advice
The MEXT Research Scholarship 2027 is one of the strongest Japanese Government scholarship options for international Master’s, PhD and research applicants.
The scholarship can provide:
- ¥143,000–¥145,000 monthly support
- Tuition exemption
- Eligible airfare
- Research opportunities at Japanese universities
- Possible progression from Research Student to Master’s or PhD study
However, successful applicants need more than good grades.
Your:
- Research Plan
- Academic background
- Research-field compatibility
- Language ability
- Embassy interview
- University selection
all play important roles.
Most importantly, applicants should follow the official sequence:
Apply through Embassy → Pass First Screening → Contact Japanese Universities → Obtain Provisional Acceptance → Submit Placement Preferences → MEXT Second Screening
For the 2027 Embassy Recommendation cycle, applications began during 2026, so students reading this later should check whether their country’s process is still active.
